





United Needs & Abilities, Inc. is an organization who provides essential services through the Developmental Disabilities Administration. All provider organizations were promised we would have funding to keep pace with the minimum wage increases each year.
Medicaid rules dictate that providers cannot provide less than what people need for health and safety OR pass on extra costs to their consumers. The 4% funding that is in the Fiscal Year 2021 budget is mandated by law, and it is that amount at the minimum that is needed by United Needs & Abilities, Inc., as well as many other providers like us in the State of Maryland, to provide the essential services we are obligated to provide under our contracted agreement.
While we at United Needs & Abilities, Inc. have been able to continue to provide some services during this pandemic, we have experienced an increase in cost for the services provided and have taken a loss on services we could not provide, therefore could not bill for, which in turn has provided a loss in our operating revenue. We, like many others have used financial reserves to make it to this point and cover fixed expenses.
We are reaching out to you as we work to safely resume essential community services due to the fact:
Governor Hogan has announced state budget cuts are imminent.
Yesterday it was reported that: Treasurer Nancy Kopp and Comptroller Peter Franchot were suggesting the Board of Public Works (of which they are both members) is likely to keep the minimum wage hike intact, and that they were not in favor of delaying the wage increase scheduled for January 2021.
United Needs & Abilities, Inc. is in full support of Direct Support Professionals, as our front line staff, deserve higher pay and want to ensure they earn pay commensurate with the important responsibilities they have and duties they undertake daily to support people with intellectual and developmental disabilities! United Needs & Abilities, Inc. like many other developmental disability providers NEED state funding to provide the pay increases . If the minimum wage hikes are kept intact, so must DDA funding be kept intact in the FY21 budget!
We must ensure that DDA funding, including the 4% increase, is not among the cuts made to the FY21 budget while Additional funds are also needed by providers for COVID-response and recovery.

A Person in Service:
· I am able to work because I have support from staff.
· I am able to change my clothes because I have help.
· I am healthy when I receive support to take my medication and attend doctor appointments.
A Parent or family member who provides supervision:
· I am able to work because my adult son/daughter has staff support during the day.
· As a parent, I am physically/emotionally/financially unable to care for my loved one without supports.
A DSP:
· I am a DSP and an Essential Healthcare Worker. I have been on the front lines since the beginning of the pandemic, supporting people with disabilities to stay healthy and safe.
· People with disabilities depend on me. I have a wealth of knowledge and training to perform my job.
A concerned citizen:
· I volunteer/I’m a board member/ with The Arc and am concerned.
- I am a neighbor of a person with DD and know they need their staff.
